Purposes

bullet Purpose of Ordinance

The purpose of the ordinance is to safeguard the lives, health, safety, welfare, and property of the public; promote sound development policies and construction procedures which respect the city's watercourses; establish minimum requirements and procedures to control the adverse impacts associated with increased surface and stormwater runoff; provide for the planning, design, construction, use, maintenance, repair and inspection of the surface and stormwater systems; establish programs and regulations to assure the quality of the water in such a system; decrease drainage related damage to public and private property; meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Phase II regulations as established by the Clean Water Act; and minimize flooding and provide for the enforcement of the provisions of the ordinance within the City of Hopkinsville.

 
bullet Public Purpose

The ordinance is enacted to protect and preserve the public health, safety, and welfare of the residents of the City of Hopkinsville. The provisions of the ordinance shall be liberally construed to accomplish this purpose.
