The purpose of the ordinance is to safeguard the lives, health, safety,
welfare, and property of the public; promote sound development policies and
construction procedures which respect the city's watercourses; establish
minimum requirements and procedures to control the adverse impacts
associated with increased surface and stormwater runoff; provide for the
planning, design, construction, use, maintenance, repair and inspection of
the surface and stormwater systems; establish programs and regulations to
assure the quality of the water in such a system; decrease drainage related
damage to public and private property; meet the requirements of the National
Pollutant Discharge Elimination System (NPDES) Phase II regulations as
established by the Clean Water Act; and minimize flooding and provide for
the enforcement of the provisions of the ordinance within the City of
Hopkinsville.
